Googler Says noindex-ed Pages Can Impact Core Web Vitals

The idea Google could be grabbing any URLs to evaluate a site’s Web Vitals is worrying for sites with slow pages that are deliberately noindexed. Mueller offers the rationale that Core Web Vitals are designed to measure page experience, and noindexed pages are still accessible to users on the site, therefore they should be included in the overall evaluation.
What I like to know is what would happen if we create a lot of static pages with hardly any content so they load up super fast and then noindex all of those so they re not in search but helps lift the overall Core Web Vital stats for the site? Also, I was under the impressions Core Web Vitals was going to be assessed at the per-page level, those feel like two contradictory statements.
