From End of July 2020 Google Will Disallow Downloadable Software CDs and DVDs on Shopping Actions
https://support.google.comCurrently, Shopping Actions does not allow digital goods and subscriptions. Beginning at the end of July, they will also begin disallowing downloadable software CDs and DVDs on Shopping Actions. Note that video game DVDs will still be allowed.
No action is required from you, but if items such as these are in your Shopping Actions inventory, they may soon be disapproved.
