Scroll To Text Fragment Coming to Images and Videos

The existing scroll-to-text-fragment enables links to jump to specific textual content within a page and with a new proposed change, this may rollout for images and video as well. They are looking at using a restricted CSS selector syntax in the fragment directive of the URL to jump to the relevant media on the page.
